Martin Schulz on a United States of Europe
This is from 2013 but as relevant as ever. Martin Schulz is now President of the EU Parliament which will get to vote on and amend Cameron's new deal if we vote to stay in the EU.

"No government can go to a parliament and say this is our proposal can you give a guarantee about the result. This in a democracy not possible therefore my answer is the European Parliament will do the utmost to support compromise and a fair deal but I cant pe-empt the result in the European Parliament.
In other words Cameron propositioned Herr Schultz to rig the favourable outcomes of meetings by MEPs who will have the power to overturn the whole thing AFTER we have voted on it, to shore up the fiction his deal is legally guaranteed. No sane lawyer can do such tricks
This must be the way Cameron is more accustomed to conducting his EU meetings but Herr Schultz wasnt playing ball!
